Community asset transfer

Community organisations bring a wide range of activities and benefits to local people. To be effective they often require well-managed, well-maintained premises from which to conduct their work. There is potential for community organisations to realise real gains for local communities by taking on the management and ownership of local assets. Well-managed transfer of ownership or management of community assets can be a win-win scenario for local councils and local communities.

The LGA is keen to see local authorities explore potential opportunities for asset transfer as part of a strategic approach to local public sector asset management and with due consideration and management of the risks involved.

  • Asset Transfer Unit

    The recent Community Empowerment White Paper announced the creation of a new Asset Transfer Unit which will provide information and support for local authorities seeking to transfer assets or the management of assets to local community groups.

  • Demonstration Programme

    The LGA is part of a CLG funded consortium led by the DTA to provide support to a number of local partnerships taking forward asset transfer projects. An extension of this programme has recently been announced along with the names of the first 14 new areas to go forward. All local authorities are now invited to apply to take part in the extension and the deadline for expressions of interest is 15 February 2008.
