All proposals received supporting regulatory services are listed here alphabetically with a short summary; the proposal itself can be accessed by clicking on the authority name either below or in the left hand navigation.

The LGA received 8 proposals from 8 local authorities around regulatory services. A number of these proposals were focused around licensing; Cheshire West and Chester, Islington, Kettering, Lewisham, Liverpool and South Tyneside.

Amend the Licensing Act 2003 to include ward councillors in the definition of 'interested party'. This would enable local ward councillors to make representations to the Licensing committee as of right.

The proposal seeks to provide more detailed guidance of when a garage could be licensed to sell alcohol under the Licensing Act 2003.

Overall responsibility for granting licences should remain with the traffic commissioners, but local planning authorities (LPA) should have a statutory obligation to sanction new operating bases or changes to existing sites. The traffic commissioners would be required to obtain formal planning consent from the LPA before a licence could be granted.
