LGA Group agrees deal to transfer back office functions
1 May 2008
The back office functions of the Local Government Association group will today (Thursday 1 May) be transferred to Liberata, one of the country’s leading providers of outsourced business processes.
The switch will see a number of business support services for the LGA, LGE, IDeA, 4ps and LACORS brought together to provide an effective, integrated and coherent service. The contract will last for ten years, over which time £29m should be saved through efficiencies and investment made in the internal processes of the LGA and central bodies.
The services which are to be transferred across are:
- Finance & Accounting
- Human Resources & Payroll
- Design & Print
- ICT & Customer Services
- Facilities Management
All staff will transfer on current terms and conditions. The majority of staff will relocate to Liberata offices in central London.
Liberata has a number of similar contracts with councils and was awarded the LGA contract following a rigorous procurement process which required the bidders to demonstrate excellent quality of service, value for money and the most favourable offering to transferring staff.
Paul Coen, Chief Executive of the LGA, said: “The LGA group has already brought together its back office functions and by taking this further step we will be able to make significant efficiency savings as well as providing a much more effective service to central bodies and member authorities. It is vital that we lead by example and operate under the same efficiency agenda that councils are subject to.
“Functions such as customer services and information management are key to the smooth running of our organisations. This new contract will ensure that we are able to continue to transform our services whilst demonstrating to our members that we are providing real value for money.”
Robert Gogel, Chief Executive of Liberata, said: “We are delighted to be partnering with the LGA, where we have agreed to deliver innovative solutions, a compelling employee proposition and true value for money. Liberata is deploying its proven Shared Service delivery model to assist in the development of the LGA as an exemplar organisation for performance and efficiency, in its dealings with almost 500 local authorities.”
