Crime continues to be a top public concern, remaining a top priority for councils - nearly nine out of ten leaders and chief executives identified 'crime and the fear of crime' in a recent LGA survey as one of their residents' main concerns. Crime is also unlikely to become less of a priority. Though crime rates fell from 1995, this reduction has leveled off in the last two years. The recession could well push crime rates back up again, with some areas already experiencing increases in burglaries and knife related robberies.
Just as crime remains a concern locally, it is also a key issue at national level. Councils and their partners will be under a new duty to reduce re-offending, and the policing and Crime Bill will provide a new tool to tackle gangs and other criminal behavior through the use of civil injunctions. They are also expected to play a significant role in tackling anti-social behaviour, as well as reducing violence against women. At the same time meeting the government's targets to increase public confidence in partnership ability to address the crime issues that matter locally will present a challenge for both councils and the police.
Community safety work and the landscape in which it is conducted will also be influenced by the political debate in the run up to the general election in 2010. The major political parties are in the process of finalising their policies to reduce crime and cut re-offending. Early indications suggest police accountability will continue to be both a controversial topic and one on which there are different proposals from the main parties.
This is a must attend two day event which will look at a range of issues spanning the community safety agenda. It will provide a unique opportunity for all attendees to:
- hear from the government and the main opposition parties what their key community safety commitments are;
- learn how councils and their partners can increase public confidence;
- examine the government's programme to reduce anti social behavior;
- explore what other authorities have been doing to integrate their activities with those of their neighborhood policing teams; and
- attend workshops exploring a wide range of issues related to community safety and policing.
