The events of recent months will have repercussions for us all. Voters, disillusioned with a system that is falling short of their idea of democracy, are demanding what they thought they already had - real elected representatives who stand up for their interests and deliver high quality public services and value for money in an open and transparent way.

Against a background of economic recession and a General Election, local government must demonstrate that giving local people more decisionmaking powers and greater control over funding is the key to restoring faith in our democracy and safeguarding the future of excellent public
services.
