The Climate Change Act(November 2008) established binding emissions targets and 5-yearly carbon budgets, the first of which committed the UK to reducing GHG emissions by at least 34% in 2020 relative to 1990 levels. It is a fact that domestic transport is responsible for 17% of the country's carbon emissions and is the only sector in which emissions are still rising. Councils are at the heart of tackling climate change and have an essential role to play in achieving the ambitious, but necessary reduction in emissions. 90% of councils have included one or more climate change targets within local area agreements and are already taking action to deliver on these ambitions.
The programme will include an update on the latest developments in the national policy context; an opportunity to feed back directly to government and stakeholders on national legislation and policy; details of innovative policies and practice to help councils deliver reductions in carbon emissions and develop long term sustainable transport solutions and will examine potential sources of funding that are emerging.

Overseas delegates
Delegates from outside the UK who wish to attend an LGA conference must submit their applications, and funds must be cleared, to reach the LGA no later than 6 weeks before the conference in the case of a residential conference, or no later than 4 weeks before a one day conference. Bookings from overseas delegates will be subject to the cancellation policy specified on the booking form.
BSL interpreters
Due to the pressures on the provision of BSL interpreters, the LGA will need 6 weeks notice to provide this service.
