This LGA policy paper Beyond competence: driving local government improvement was produced as an output of a research project commissioned by the LGA Improvement Board earlier this year. It was published to coincide with this year's Comprehensive Performance Assessment announcements to generate a debate on how to build on local government's impressive record to date to achieve self sustaining improvement that goes beyond the scope of the CPA process. The paper was co-authored by the Tavistock Institute and the Local Government Centre, Warwick Business School. The final report from the research was received by the Improvement Board on 13 September 2005, and can be downloaded free from this site.
