National Indicator Set
The new National Indicator Set (NIS) came into operation on 1 April 2008. The indicators are designed to measure progress on national priorities where they are delivered by local councils acting alone or in partnership. Councils have to select up to 35 designated targets from the list of indicators for their Local Area Agreements.
Although the NIS is an important part of the current performance framework there is an urgent need to address a series of important deficiencies. The LGA’s most recent submission calls for
- A series of short term changes to improve the quality of indicators and reduce the overall number
- In the longer term, the introduction of a single indicator set of outcome indicators for place (replacing the multiple sets for different public sector partners at local level nature which undermine the ability of local partners to work effectively together)

In the recent update on Smarter Government and Total Place Government has signalled its intention to reduce the set of indicators by 18 from April 2010 and to improve and further reduce the NIS from 2011-12. A list of the indicators to be deleted in April 2010 is available on the CLG website
