Supporting local authorities as they take on responsibility for the commissioning of learning for 16-19 year olds’
Funded by the Department for Education (DfE), the React Programme is staffed by a small team based within the LGA and supported by experts in local authorities. The React Programme works closely with the Association of Directors of Children's Services. The team support's local authorities in building capacity to ensure the smooth transfer of commissioning and funding responsibilities from the Learning and Skills Council. The transfer will take place on 1st April 2010. React's role has been to support councils through this challenging process.

The transfer of responsibilities is a once in a life time opportunity for councils to join up services for young people and to deliver the right skills to support the local economy. The transfer will also help Children’s Trusts integrate planning, funding and local accountability for all services provided for young people and their families from birth to age 19.
